feat(release): vendor rust-release-manifest/v1 JSON Schema Vendor the CTO-supplied canonical schema bytes exactly as decoded from the release-manifest lode appendix: 4416 bytes, trailing newline, SHA-256 d4eabf52bcc68b56945912d351f818e5444fe8c6461cb5c48b096f87b17a875c. The schema declares https://solpbc.org/schemas/rust-release-manifest/v1.json and Draft 2020-12. This is repo-tooling-only and is not grafted into wheel or sdist packaging.
