docs(p11): record slice 118 (feed/parse byte-path fuzzing + recvQ guard) Bump the PLAN.md P11 row to 118 slices; append the detailed entry to the p11 progress log; mark the testing-plan §4 cargo-fuzz-tier gap as covered by the verifiable structured analogue (the libfuzzer tier stays optional/P12); add the slice plan file. With this the §4 concrete fuzzing gaps are exhausted.
