With this the §4 concrete fuzzing gaps are exhausted.

feat(ircd-common): port s_err.c replies[] numeric table to Rust; drop s_err.o P3a of the Transport & format phase. The 1000-entry numeric->format table is dumped from the C oracle (compiled with the real config, so the WHOIS_SIGNON_TIME / USERS_RFC1459 / ENABLE_SUMMON / TXT_NOSTATSK #if blocks resolve correctly) into a Rust static; s_err.o dropped from the link set. L1 test asserts byte-identical to cref_replies across all 1000 slots. Also adds the P3 spec + plan docs.
