docs(skill): add create-blogpost skill Capture the repeatable process for writing the next docs/blog/ post in the ircd.rs port series: load series state from the blog-series memory, pick an unused topic, the mandatory xe-writing-style pass before drafting and sound-like-a-person pass after, the locked plain-markdown format (blockquote asides, standing disclaimer, spec/PLAN footer), grounding claims in real source, and the no-two-successive-paragraphs-same-letter audit.
